Family members and loved ones of Dutch nationals living in Syria can make an appointment to apply for a Short stay Schengen visa for the Netherlands.
The Netherlands is considering temporarily giving Turkish and Syrian victims of the earthquake easier access to a Schengen visa. This is what Minister Wopke Hoekstra of Foreign Affairs said in the WNL program on Sunday. He could not give details yet, but Belgium and Germany had previously announced that they are making visas easier for victims.
Syrian nationality? Schengen visa required
People with only Syrian nationality have a Schengen visa necessary if they want to travel to the Netherlands. You must make an appointment to submit the application. The Dutch embassy in Damascus has been closed since March 2012. Applying for a Schengen visa in Syria is therefore not possible.

Traveling from Syria to the Netherlands: Schengen visa required
Syrians who want to travel to the Schengen area usually need a Schengen visa. This visa allows them to stay in the Schengen area for a maximum of 90 days within a 180-day period. To obtain a Schengen visa, Syrians must meet the requirements that apply to visa applicants from third countries. This includes filling out a visa application form, submitting the correct documents and paying the visa costs.
It is important to note that having a Schengen visa does not guarantee that the Syrians can actually enter the Schengen area. Upon arrival at a Schengen airport, they must still pass border control and may be refused entry if they do not meet entry requirements.
