The European Council confirmed a new timeline for the rollout of the Entry-Exit System (EES) and the European Travel Information and Authorization System (ETIAS).
Beide systems are intended to increase security and protect the EU's borders, reduce illegal immigration and improve the systematic identification of overstayers. The introduction of the EES and ETIAS has suffered delays with repeatedly postponed launch dates.
According to the new planning it is expected that the EES will be operational in the autumn of 2024, and ETIAS is expected to follow in the spring of 2025. These systems will apply to third country nationals, including those from the United Kingdom.
EES
In November 2017, the Council adopted the Regulation on the EES. This system will electronically register the date and place of entry and exit of third-country nationals and calculate the duration of their authorized stay. It will replace the stamping of passports of third-country nationals, which is now an obligation for all Member States.
ETIAS
In addition, in September 2018, the Council adopted the regulation setting up ETIAS. ETIAS is a travel authorization system for travelers who do not require a visa and want to verify prior to their trip whether they meet the entry requirements to enter the Schengen area. An online application procedure, to be submitted prior to arrival at the borders, makes it possible to assess in advance irregular migration, security or public health risks.
ETIAS will resemble systems that already exist in the United States, Canada and Australia.
