Foreigners who want to travel to the Netherlands will face restrictions or an entry ban due to the Corona pandemic (Covid-19). Travelers from countries with comparable or lower health risks than in our country are welcome in the Netherlands.
However, the Netherlands has closed its borders to people from outside Europe who are not making an essential journey. An exception is made for travelers from a number of safe countries. Also for Dutch people with a foreign partner (long-distance relationship) exceptions are made in some situations.
Foreign travelers welcome in the Netherlands
Foreign travelers from countries with comparable or lower health risks than in our country are welcome in the Netherlands this summer. Of course they must comply with all Dutch measures against the spread of the corona virus.
Health declaration required
All passengers flying to and from the Netherlands must download, print and complete a health declaration. If they declare that they have complaints that fit COVID-19, they will not be allowed on board. In addition, anyone traveling to the Netherlands from a country with a code orange or red will be quarantined for 10 days immediately after arrival at home.
Medical insurance compulsory
Please note that foreigners who want to travel to the Netherlands for a short stay (maximum 90 days) must also have a valid travel document such as a passport in addition to a valid travel document. medical insurance against emergency medical care and repatriation.

Traveling from countries outside Europe to the Netherlands
The Netherlands has with all the others Schengen countries and the United Kingdom together closed the borders to people from outside Europe who do not make essential (air) travel.
Travelers from which countries do not have an entry ban in the Netherlands?
An exception is made to the entry ban for travelers from a number of safe countries. The entry ban does not currently apply to people from:
- Australië
- Canada
- Georgia
- Japan
- New Zealand
- Rwanda
- South Korea
- Thailand
- Tunisia
- Uruguay
- China (if China also allows European travelers again).
Every 2 weeks this list of safe countries reviewed and adjusted. If countries need to be removed from the list, this can be done earlier.
Which categories of travelers are not subject to a travel restriction?
- EU citizens (including UK nationals) and their first-degree relatives;
- Nationals of Norway, Iceland, Switzerland, Liechtenstein, San Marino, Monaco, Vatican City and Andorra and their first-degree relatives;
- Third-country nationals holding a residence card or residence permit in accordance with Directive 2003/109/EC (the Long-Term Residents Directive);
- Third-country nationals who derive their right of residence from other European directives or from the national law of a Member State;
- Long-stay visa holders, including those with a Provisional Residence Permit (MVV).
Who are meant by first-degree relatives when it comes to entry restrictions in the Netherlands?
This concerns first-degree relatives and people in a lasting and exclusive relationship, such as:
- Children
- Spouses
- Registered partners
- Partners who have lived together for at least 6 months. They must be able to demonstrate this with a notarial deed, a lease or purchase agreement. Or a letter of notification from the IND for residence with a partner.
Quarantine for inbound travelers
All travelers from outside the EU, Schengen countries and the United Kingdom go into quarantine upon arrival in the Netherlands. Travelers from the following countries are exempt from quarantine:
- Algeria
- Australië
- Canada
- Georgia
- Japan
- New Zealand
- Rwanda
- South Korea
- Thailand
- Tunisia
- Uruguay
- China
The following travelers are excepted from the urgent advice to quarantine
- Transit passengers who want to travel via the Netherlands and who do not leave the international transit area of the airport.
- Healthcare professionals, only if they travel to the Netherlands for work (including medical researchers and care staff for elderly care).
- Frontier workers when they travel for work.
- Persons working in transport when they travel for work.
- Diplomats when they travel for work.
- Personnel of international organizations and persons invited by international organizations when they travel for work.
- Military personnel, if these employees travel for work.
- Humanitarian aid workers, when they travel for work.
- Civil protection personnel, if they travel for work.
- Seafarers with a sailor's book. The exceptions do not apply to seafarers on commercial yachts and pleasure craft.
- Persons who have compelling reasons to visit their family in the Netherlands. This concerns travel in exceptional cases. An exceptional case is, for example, visiting a terminally ill relative or attending a funeral. It is intended for the first-degree and second-degree relatives. Partner and children are first-degree and grandchildren are second-degree.
