Due to the war in the Ukraine, more and more Ukrainians are traveling to the Netherlands. In principle, Ukrainians can travel freely to the Netherlands. They do not need to apply for a Schengen visa. Ukrainians also do not have to apply for asylum.
Shelter is possible in various places in the Netherlands.
Staying in the Netherlands as a Ukrainian
Did you come to the Netherlands in your free term or with a short stay visa? Or do you have a residence permit here? Then you can simply stay in the Netherlands. You do not have to apply for asylum. Do you want to apply for asylum, now or later? Then it may take some time before the IND processes your application. The IND will not take any decisions on asylum applications from Ukrainians in the coming months.
Extend short stay visa and free term
Ukrainians can extend their free term or short-stay visa if they want to stay in the Netherlands for longer than 90 days. You can extend for a maximum of 90 days, up to a total of 180 days. This is also possible if your free period or visa has already expired. How you can extend your free term or short stay visa will become clear as soon as possible.
Has your free period or your short-stay visa already expired? This has no adverse consequences. You do not have to leave the Netherlands.
Free travel with biometric passport
Ukrainians with a biometric passport can always travel freely to the Netherlands. And without a residence permit, stay in the Netherlands for 90 days during the free period (and possibly longer). You therefore do not have to apply for asylum immediately. And you do not currently have to report to the application center in Ter Apel. This is also not necessary if your free period (or short stay visa) has already expired.
New residence permit application procedure
The Netherlands and other EU countries are working on a scheme especially for Ukrainians. You will read more about that soon. There will probably be a special residence permit for Ukrainian refugees, which they can apply for. Then it will also become clearer about, for example, accommodation, the right to care and when people are allowed to work or study. This has yet to be agreed, because it concerns a new arrangement. Until then, Ukrainians need not worry about their right to stay in the Netherlands.
Apply for a residence permit without an mvv
As a Ukrainian you may be able to apply for a temporary residence permit without provisional residence permit (mvv). You do not need to have traveled to the Netherlands with an mvv. You must meet the following conditions:
- You have lawful residence in the Netherlands with a short-stay or free-term visa. You cannot travel back to Ukraine due to the situation.
- you and your sponsor meet all the conditions for the residence permit, except for the civic integration examination abroad. You do not need to have passed this exam.

Collecting an exemption for an mvv for Ukrainians in the Netherlands
Have you applied for a provisional residence permit (mvv) in Ukraine? Or did your sponsor do this for you in the Netherlands? You temporarily do not have to collect an mvv from the Dutch embassy if you meet the following conditions:
- You have received a positive decision on your mvv application.
- You are in the Netherlands with a short-stay or free-term visa.
You will soon be able to collect your residence permit at an IND desk. What you need to do for this will become clear as soon as possible.
Remain in the Netherlands after the residence permit has expired
Apply for an extension of your residence permit if it is about to expire. Is extension not possible? The Dutch government understands if you cannot return due to the situation in Ukraine. This has no consequences if you apply for a visa or residence permit in the future.
Assessment of application for residence permit or naturalization
Have you applied for a residence permit or extension? The IND will take the situation in Ukraine and your personal situation into account when assessing your application. This also applies if you are currently unable to send documents about your identity or marriage due to the situation. Have you applied for naturalization? The IND knows that it is currently not possible to renounce your nationality.
Medical assistance without insurance
Do you need urgent medical care in the Netherlands and do you not (yet) have insurance for this? The costs of care are reimbursed if it concerns care that cannot be postponed. For example, in the event of a life-threatening illness. The reimbursement comes from a special arrangement for people without insurance. Your doctor or practitioner applies for reimbursement of the costs.
Soon more will become clear about the residence permit that Ukrainians can apply for. If you have a residence permit, you can also apply for basic health insurance. If Ukrainians go to work here, they have to take out health insurance themselves.
