From January 1, 2025, Turkish citizens who want to apply for a permanent residence permit in the Netherlands must have an integration diploma. This rule was introduced in 2022 to ensure that Turks integrate. There has been a transition period for the past three years, but it will end on January 1, 2025.
This obligation also applies to applications for an EU residence permit for long-term residents and for a residence permit on non-temporary humanitarian grounds, after residence as a family member.
Exception: standstill provision
Turkish citizens who are subject to the standstill provision of association law between the EU and Turkey do not have to show an integration diploma after January 1, 2025. This applies, for example, to Turks who work in the Netherlands or their family members.
Other conditions
If an application for a permanent residence permit is submitted before January 1, 2025, an integration diploma is not required, provided that other conditions such as sufficient income are met.
Exemption
Some people can be exempt from this rule, for example if they are younger than 18 or have reached state pension age.
